    Operational health

    Baseline evidence health is measured without grading the forecasts.

    Two simple volatility baselines gained immutable forecast and outcome evidence.

Reading rule

A build milestone is not an approval milestone

New infrastructure can make research more reproducible without making a strategy more profitable, safer, or ready for execution. Those are separate claims requiring separate evidence.
